Human Resources Learning & Organizational Development (L&OD) is the County of Riverside’s learning and organizational development function serving all County departments and employees. We provide learning and performance solutions to enhance public service outcomes that support the CEO’s county-wide vision, goals, and the desire for the County of Riverside to become a service-focused, learning organization. The goal is to improve the County of Riverside public service outcomes by enabling greatness in County departments, divisions, organizations and individuals through a multifaceted approach.

 

We offer an array of services, including world class live in-person learning opportunities, organizational development and consulting services, online learning, eLearning development services, administration of the County of Riverside’s Learning Management System, college advisement, career assessments and counseling, tuition assistance and discounts, unique professional development programs, and so much more.

 Shondi Miller

Assistant Director of Human Resources

Shondi is currently the Assistant Director of Human Resources, Recruitment & Selection, and Learning & Organizational Development. She works closely with County leaders and key business stakeholders to identify needs and drives scalable and sustainable learning and development solutions that facilitate high-performance and fosters a learning culture.

Shondi has worked in the Human Resources field for more than 20 years, in a variety of roles, both in private and the public sector. She graduated with a Bachelors degree in Human Services and Psychology from California State University, San Bernardino and later earned a Masters in Education with a concentration in Counseling. She has earned several professional certifications, including Strategic Workforce Planning and an Executive Credential through the California State Association of Counties (CSAC), and is a Master Career Counselor, a certified EQ administrator, and an MBTI Master Practitioner.

 

 Mike Horspool
Sr. Consultant Learning and Organizational Development

Mike Horspool is an experienced facilitator and organization development consultant. He works with executives throughout the County in helping develop strategies for implementing and supporting their most important goals. He has a Bachelor's Degree in psychology and he studied Industrial/Organizational Psychology during a 2 year master’s degree program at California State University, San Bernardino.

 

 Len Wittrock

Len Wittrock holds a B.S. in Organizational Leadership with an emphasis in teaching methodologies from Biola University. Len has been directly responsible for helping county organizations achieve their strategic goals and rebuild their teams through his coaching and mentoring and consulting work. Len brings more than 20 years of leadership and organizational development experience as lead facilitator responsible for developing supervisors, managers and executives in the County of Riverside.

 

 Amy Keller

Amy Keller, is an Instructional Designer on the HR Learning & Organizational Development Team. With this, she develops online training content, Website Administrator, Skillsoft Online Administrator, SumTotal Learning Management System (LMS) Administrator, Instructional Design Consultant & Trainer, and she assists with website, course, and/or LMS technical issues. Prior to joining the team, she has extensive database and technical experience, website & graphic design, published various print/multimedia marketing, coordinated several programs/projects, and various teaching opportunities. She is passionate about Education/Training & Organizational/Leadership Development and volunteers with organizations within the community. Amy holds a Bachelor of Arts in Liberal Studies and Master of Science in Education from California Baptist University.

 

  Anita Pacheco
Instructional Designer Learning and Organizational Development

Anita has 40 years of experience in establishing and strengthening client relationships, including 17 years with the County working within Talent Acquisition and Learning and Organizational Development. She is an Instructional Designer working on online training development, an Instructional Design Consultant, a SumTotal Learning Management System (LMS) Administrator, a Skillsoft Online Administrator, a course and LMS technical troubleshooter, and a Franklin Covey Certified Client Facilitator. She focuses all her efforts on achieving the maximum benefit for her client partners, her team, her department, and the County as a whole. Anita holds her Bachelor of Arts in Business Administration with a certificate in Leadership Studies from California Baptist University.

 Amanda Vasquez

Administrative Services Analyst- Learning and Organizational Development

Amanda Vasquez has been with the County of Riverside over 13 years, all in Human Resources. Amanda has experience in several areas of Human Resources, including payroll, Classification and Compensation, and Learning and Organizational Development. She processes all the intern onboarding county wide and maintains the backend of the Educational Support Program as well as all tuition reimbursement request including department and union request.

 

 Coty Wellott

Senior Human Resources Analyst- Learning and Organizational Development

Coty Wellott holds a B.A. in Business Administration with a certificate in Organizational Leadership from California Baptist University.  She has over 16 years of experience in HR which includes recruitment and selection, oversight of the County’s Internship Program, college relations, career and educational counseling, and assessment administration.  Currently, she is responsible for the development and implementation of the countywide New Employee Orientation and onboarding process.

 

 Victoria Gonzales

Victoria Gonzales holds a Bachelor's Degree in Multi-Cultural and Gender Studies with an emphasis in Woman Studies from California State University Chico. Victoria supports the Learning and Organizational Development team by supporting and nurturing all College Partnerships providing discounts to County of Riverside employees. Victoria also assists with administrating New Employee Orientation and the Passport Program.

 

 Eva Gaytan

Human Resources Technician II- Learning and Organizational Development

Eva Gaytan graduated in Fall 2023 with a Bachelor’s Degree in Business Administration with a concentration in Human Resources from the University of Massachusetts Global. Eva supports the lead Instructional Designers with course development, marketing, and project management. Eva also assists with customer service in the SumTotal Learning Management System and ServiceNow escalations.


 Hayden Quezada

Hayden Quezada graduated in April 2023 with a Masters In Science – Industrial Organizational Psychology from California Baptist University. Directly responsible for internship program such as recruiting and onboarding, apprenticeship and veterans program, support in Countywide New Employee Orientation as well as career fairs and community events. 

 


 Nicholas Colonna

Human Resources Analyst II Learning and Organizational Development

Nicholas Colonna is a Human Resources Analyst II with the County of Riverside's HR Department, in their Learning and Organizational Development Division. He is responsible for the team's survey administration and data analysis, assisting with the development of multiple employee development programs, as well as overseeing and leading the countywide new employee orientation for all new hires in 40+ departments. He holds a Bachelor's degree in Psychology from the University of California, Riverside, and a Master's degree in Industrial-Organizational Psychology from California Baptist University.
